In Ebonyi state there needs assess impact failed on economic growth social stability state. Most urban roads because many vehicles passing in definite section per unit time at any suitable period, subjecting paved areas into physically disintegration crystalline aggregated informed ruttings, pothole, raveling cracks some deteriorate or decomposed a large number cement aggregate organic matter causing chemical separations moisture attack by attacking fabric bond binding pavement. The aim research analyze failures effective cost management. design comprised extensive literature.
